Germany is the most sought-after European destination for Indian STEM students, but its language requirements confuse many applicants. The key distinction: Germany has both German-taught and English-taught programs, and the language requirement is completely different depending on which you are applying to. IELTS is relevant only for English-taught programs — and not at all for the visa itself.

Germany Language Requirements at a Glance
  • English-taught MSc: IELTS 6.5 minimum (most programs); 7.0 for top programs
  • German-taught programs: TestDaF (4×4 minimum) or DSH-2 — IELTS not required
  • Student visa: No IELTS required — just your university admission letter
  • APS certificate: Mandatory for ALL Indian students applying to Germany — separate from IELTS

English-Taught Programs in Germany: The Reality Check

Germany has significantly expanded its English-taught Master's offerings since 2015, particularly in STEM and business. However, the number of English programs at the most prestigious institutions (TU Munich, RWTH Aachen) is still limited compared to UK or Dutch universities. Many of Germany's best engineering programs remain German-taught.

What this means for Indian students: If your target is TU Munich Computer Science MSc, there are English-taught options — but if you want TU Munich Mechanical Engineering, you likely need German proficiency (TestDaF TDN 4 in all four components). Research each specific program, not just the university.

IELTS vs TOEFL for Germany

Most German universities accept both IELTS and TOEFL iBT for English-taught programs. IELTS 6.5 ≈ TOEFL 90; IELTS 7.0 ≈ TOEFL 100. There is no systematic preference for one over the other. The practical consideration: if you are also applying to UK universities (which require IELTS UKVI for the visa), IELTS is the logical choice since it covers both destinations.

The APS Certificate: The Most Important Requirement Indians Miss

The Academic Evaluation Centre (APS) is a German government body that evaluates and verifies Indian academic credentials. The APS certificate is mandatory for all Indian students applying to German universities — it is separate from IELTS and equally important.

The APS process involves: submitting certified copies of your academic documents, attending an interview in New Delhi or Mumbai, and receiving a certificate confirming your academic credentials are authentic and equivalent to German standards. Processing time: 6–12 weeks. Cost: approximately ₹15,000–18,000.

Critical point: German universities will not process your application without the APS certificate. Start the APS process immediately after receiving your IELTS score — do not wait until you have a university offer.

IELTS for the Sperrkonto and Visa Process

The German student visa requires: university admission letter (which already confirms your IELTS meets the program requirement), Sperrkonto (blocked account) certificate from Coracle/Expatrio/Fintiba, APS certificate, and passport photos. IELTS is not separately submitted to the embassy — the admission letter serves as evidence of language proficiency.

Post-Study Work Rights and IELTS

After graduating from a German university, you can stay for 18 months to find a job — no IELTS required for this process. The EU Blue Card (Germany's primary skilled worker visa) does not require any English test — it requires a job offer meeting salary thresholds. However, if you plan to work in international companies or eventually apply for other EU countries' visas, maintaining a valid IELTS score is useful.
